Mr. Sarkozy is still reeling from his description of young troublemakers in the country’s grimy suburbs as “scum” and of his subsequent handling of the nightly clashes there late last year, in which he said the answer was zero tolerance of crime.

Contradicts what was said on these boards by some of the members that the violence was mostly a "media effect"
to call people scum whiile not nice IS ACCURATE or at least understandable of rioting people.
He is only talking about the people that are actually rioting.
And it is THEY who perpetuate the stereotype, the ones doing the rioting.
Proverty leads to discontent.
So while that is true, and those people are in poverty why pretend that they are not supporting the stereotype with THEIR ACTIONS.
Like people in poor areas in America, why are the residents not keeping the place clean, educating the children so that business will move into the area.
Thats the solution.
Sure its not as easy as rioting but the end results are better.
Unless of course the rioters are "rewarded" and then it shows crime pays.
